RULES AND REGULATIONS

THE STATE SERIES RULES & BY- LAWS

No implied or expressed warranty or safety shall result from publication of, or compliance with these rules and regulations. They are intended as guidelines for the conduct of the sport and are in no way a guarantee against injury of any sort to participants, spectators or others.
FSEARA, it’s officers, directors or staff assumes no responsibility, legal or otherwise for the failure or malfunction of any product or equipment used at a FSEARA event.
A copy of the rules and regulations are available upon request to anyone who would like a copy since all participants need to know and obey these rules and regulations.

1.0.0 State Organization Definition:

The Florida State Electric Auto racing, otherwise referred to as F.S.E.A.R.A. and most commonly called The State Series. FSEARA is a not-for-profit association.

1.1.0 State Officers:

The State Series officers will be comprised of: State Director, Assistant Director, Secretary and Score Keeper. Other offices can be appointed in an “As needed” basis at the discretion of the State Director.

1.1.1 State Directors:

The State Director is the Chief Official in the State Series. His responsibilities are to oversee that the State Series operate in an effective and professional manner and that all rules and regulations are followed. The Director will provide order in all club functions, and oversee all club events and be the third and deciding factor in any dispute, lie will also be responsible for enforcing penalties. The state series will provide race fees and a maximum hotel cost of $100.00 per weekend for the State director or his assignee.

1.1.2 Term of Office:

The State Director term of office is for two (2) years, by way of an election by ballot. The State will hold the Election at the last race of the season, which will be in the calendar year . You must submit a proposal to become a candidate for the director’s position two (2) months prior to the election to be place on the ballot.

1.1.3 Assistant Director:

The State Director will appoint an assistant director. The assistant director will have the same responsibilities as the State Director in his or her absence and will serve a two (2) year term.

1.1.4 Secretary:

Responsibilities will be to record the minutes of all meetings of the officers and class directors. The Director before discussion must approve all minutes with the membership.

1.1.5 Scorekeeper:

The score-keeper will monitor State Series points and prepare point sheets for all scheduled races during the season and submit them to the Director for posting. The Treasurer will provide a quarterly statement to the members upon request.

2.0.0 State Meeting:

A meeting will be held with the officers, class directors, tech inspector and the membership on each scheduled race date.

2.0.1 State Annual Meeting:

An annual meeting of the State representatives and its members will be held at the last state race at the end of the race year. Non-members are invited to the meetings but will not participate in voting. The number of members that can make a valid vote will be no less than ten racers that have raced the minimum. All members have a voice and can vote on issues by attending the bi-annual meeting to cast their vote. Mid season review will be held on the fourth race of the season, for any suggestions or changes to series to be discuss.

2.1.0 Purpose:

Election by ballot is to be resolved at this meeting for State Director after the two (2) year term has been completed as well as rule changes and race schedules for the upcoming year. Only rules that are submitted by a certain time will be voted upon. Rule changes can be made at the annual State meeting by a majority vote of the membership. You must be a ROAR member to vote on all rule proposals and director position. You must have raced in five (5) of seven (7) races or four (4) of the Six (6) races to note that season.

3.0.0 State Association Funding:

The State association has multiple major sources of income. (1) Money received from entry fees; (2) money received from tire sales; (3) money received from t-shirt sales; and (4) money received from raffle ticket sales and donation from sponsor parties that donate to the series.

3.1.0 Entry Fee Allocations:

For each entry fee received, $10.00 of the fee will go to the State for operating expenses .The remainder will be kept by the host track.

3.2.0 Tire Sales:

Money collected from tire sales will be added to the state series budget, and be allocated towards operating expenses and awards.

4.0.0 FLORIDA STATE ELECTRIC AUTO RACING ASSOCIATION

4.1.0 Definition:

The State Series will be called “The Florida State Series” and will consist of five (5) to seven (7) races in a season. Or four (4) to six (6) races which ever is voted on. Or to the discretion of the state director.

4.2.0 State Series Points:

State Series points will be awarded at all “Points” races. Only the best of five (5) of the seven (7) races or four (4) of the six(6) races which ever the season is racing will count for State Series points class championship. State Series winners will be awarded their trophies at the trophy race. NOTE: The trophy race is the first “Points” race of the new race year.

5.0.0 SCHEDULE

5.1.0 Scheduling:

All races are to be scheduled at the annual State meeting. All races will be scheduled with a minimum of three (3) weeks between each State race. Any changes on race schedule dates by race promoters must be in writing to the Director for approval at least two (2) months before your schedule race date.

5.2.0 Order of Selecting Race Dates:

When scheduling race dates for the following race season series, clubs that previously hosted races during the current race series will be allowed a race before any other new club by drawing numbers or by seniority which will indicate the month in which the race can be held (September through May in the following year). Race number one (1) will be the trophy race and banquet award night. This gives all clubs a change to host an award night in their city. If you have drawn a month that doesn’t meet your schedule, you may switch with another club. If there are any remaining races, former clubs will draw numbers to determine another race to fit their schedule. If any race dates remain after drawing is completed, these dates will be used to decide which new club or clubs will be granted a race.

5.3.0 State Series Awards:

Year-end series award will be distributed to all drivers who have completed at least five (5) races. The awards will be funded from the income received from entry fees, tire sales and donations from sponsoring companies.

6.0.0 STATE SERIES POINTS

6.1.0 Eligibility:

Any ROAR member is eligible for State Series points.

6.2.0 Points for Race Directors:

Race Directors do not have to compete at the race they are directing. Their points for that race will be averaged based average finishing position for remainder of the races.

7.0.0 Point System:

7.1.0 Tie Breaker:

The points tiebreaker will be decided b the driver’s best overall finish. Second tie breaker. Will be second best finish, 3rd tire break will be third best finish.

7.2.0 Bonus points for being the TQ in each class.
8.0.0 STATE RACES:

8.1.0 State Series Race Format: Novice Stock touring 17.5, Sportsman 17.5 Brushless, Expert 10.5 Brushless, 12 Scale 4 cell, Open Pro Modified and Masters 13.5 Brushless.

8.1.1 Entrants:

Any ROAR member may enter a Florida State Series race. Any non-ROAR member may join Roar at the race with the state director.

8.1.2 Entry Fee:

The entry fee for all State Series shall be twenty-five ($25.00) dollars for championship classes. Promoter’s classes, exhibition classes, Nostalgia Class and Novice will be fifteen ($15.00) Dollars. It is at the discretion of the race promoter to provide trophies for the non-points classes

8.1.3 Late Fee:

Any entry received later than 7 days before an event is subject to a $10.00 late fee/ NOTE: The State association will not receive any of these fees. The enforcement of the late fee is at the discretion of the race promoter. And must be posted 4 weeks before a race.

8.2.0 Race Schedule:

A State Series race shall be a two (2) day event. A total of four (4) IFMAR qualifiers and a main are to be run, if possible. The State series director may, at his discretion, make changes to the weekend schedule. On Saturday, there will be open practice from 7:30am to 10:30pm and a drivers’ meeting at 10:45am. Two (2) qualifiers will be run starting at 11:00am. If the third qualifier could be run on Saturday it would be to the director discretion. The Sunday schedule shall start at 9:00am and shall consist of one or two qualifier and the main. State Series director and race director can call and early race schedule due to day light saving time. The host clubs are not obligated to run Friday practice.

8.2.1 Qualifiers:

Pro modified will run a Reedy format 6 races, three on Saturday and three on Sunday.

Qualifying heats will be divided at race director’s discretion.

8.3.0 Mains:

Ten (10) cars will run in all mains except the last main in “A” class. All mains will run starting from the bottom main up through the “A” main.

8.4.0 Race Length:

Sportsman 17.5 brushless, Masters 13.5 and Expert 10.5 Heats and Mains will be 6 minutes. All other Touring Heats will be 5 minutes; all 1/12-scale heats and mains will be of 8 minutes. It is at the discretion of the promoter and state director for the length of option classes.

8.5.0 Best Appearing Car:

If scheduled by the state series for a race event, judging for best appearing car will be held at a time decided on and announced by the race director or race director, usually on Sunday while the board is being reset for the mains. Sponsors will be responsible for the trophies or give away gifts.

8.8. Race Monies:

The host club shall pay the State portion of the entry fees to the State Director at the conclusion of the race without exception.

8.9.0 Fee Exclusions:

The State director shall decide who will be reimbursed for their fees as a courtesy for their time and effort. This will not affect the host club’s income, as all entries to host clubs will be paid in full.

9.0.0 ROAR Dues: ***

All clubs can pay their ROAR dues at the State meeting. All clubs must be ROAR members in order to host a State series race.

9.1.0 Entry Forms:

Entry forms will be made available to the hosting club by the date of the preceding race or not less than three (3) weeks before the race. The information in the form should also include the host club name, the track director and telephone number, track location, track layout, motel information and a detailed map.

9.2.0 Pre-Race Grid:

Will be at the discretion of the track operator

10.0.0 AWARDS:

10.0.1 Awards Purchase:

It is the responsibility of the host club to purchase the trophies or plaques for their races. Awards may be handed out at either the current race or the following race, after the drivers’ meeting. Negligence in purchasing awards will result in a following year omission of said club/track from the State Series. Awards will be purchased for the following classes. Sportsman 17.5 brushless, Masters 13.5 brushless, Expert 10.5 brushless, Open Pro Modified and 12th Scale On-Road.

10.0.2 Award Guidelines:

Trophies or plaques for the State Series races must comply with the State guidelines.

10.0.3 Award Allocations:

The following trophies or plaques will be awarded:

A) 1ST through 3rd place of each main containing at least five (5) entries. Mains with less than five (5) cars will be prorated.

B) Top qualifier award for TQ in each class

C) To be eligible for a year-end series award, the racer must participate in at least four or five (5) point races a year.

10.1.0 End of year awards.

End of the year awards will be at the discretion of the Director, Most Improved, Sportsmanship award and appreciation award etc.

11.0.0 Classes:

Current Classes for the State Series are:

1) 1/12 On-Road Brushless or motor

2) Novice minimum of three entries

3) Sportsman Novak 17.5 Brushless

4) Masters 13.5 Brushless

5) Expert 10.5 Brushless

6) Open Pro Modified Brushless or motor

7) Trans-Am 17.5 Brushless (3.5 – 3.7 fdr)

11.0.1 1/12 On Road Class:

11.0.2 Brushless Motors:

Sportsman Novak 17.5, 13.5, 10.5 and open modified brushless motor must be ROAR approved. Any motor, which shows tampering with, will not be legal for any race; motors that fit the general ROAR on-road spec will be approved. The State director has ultimate authority on which motors are approved.

11.1.0 Novice 17.5 Touring Car Class:

ROAR rules related to Touring Car racing will govern this class. The State Series reserves the rights to append or omit certain ROAR rule when deemed beneficial for the State Series or any of its competitors.

11.1.1 Novice Touring Car Class Rules Deviations

None at this time.

11.1.2 Motors:

Stock motors and Brushless 17.5 must be ROAR approved motors. Any motor, which shows tampering with, will not be legal for any race.

11.2.0 Sportsman Novak 17.5:

ROAR rules related to Touring Car racing will govern this class. The State Series reserves the rights to append or omit certain ROAR rule when deemed beneficial for the State Series or any of its competitors.

11.2.1 Motors:

Stock motors and Brushless motors must be ROAR approved motors. Any motor, which shows tampering with, will not be legal for any race.

11.2.2 Sportsman 17.5 Touring Car Class Rules Deviations:

Sportsman Touring car will be required to run the spec tire (Jaco Blue Dot) for all events. Tire limits of 2 sets for the weekend. Sportsman Touring Car will run a race 6 minutes in duration.

11.2.3 Qualifying

Class will run IFMAR Qualifying, there will be 4 qualifiers and 1 Main.

11.3.0 Expert 10.5 Mod Class:

ROAR rules related to Touring Car racing will govern this class. The State Series reserves the rights to append or omit certain ROAR rule when deemed beneficial for the State Series or any of its competitors.

11.3.1 Motors:

19 turn SPEC modified or 10.5 Brushless must follow the spirit of the ROAR 10.5 guidelines. Any motor, which shows tampering with, will not be legal for any race. 10.5 motors that fit the general ROAR on-road spec will be approved. The State director has ultimate authority on which motors are approved.

11.3.2 Expert 10.5 Modified Touring Car Class Rules Deviations:

Expert 10.5 Touring car will be required to run the spec tire (Jaco Blue Dot) for all events. Tire limits of 2 sets for the weekend

11.3.3 Qualifying

Class will run IFMAR Qualifying, there will be 4 qualifiers and 1 Main.

11.4.0 Open Modified Touring Car Class:

ROAR rules related to modified race will govern this class. The State Series reserves the rights to append or omit certain ROAR rule when deemed beneficial for the State Series or any of its competitors.

11.4.1 Open Modified Touring Car Class Rules Deviations:

Open Modified Touring car will be required to run the spec tire (Jaco Blue Dot) for all events. Tire limits of 2 sets for the weekend.

11.4.2 Qualifying

Class will be a group start, all cars on same race clock

11.5.0 Masters Stock 13.5 Brushless or stock motor

ROAR rules related to Touring Car racing will govern this class. The State Series reserves the rights to append or omit certain ROAR rule when deemed beneficial for the State Series or any of its competitors.

11.5.1 Masters Stock Touring car:

Will be required to run spec (Jaco Blue Dot) for all events for the weekend, Must be forty years of age with proof to run this class.

11.5.2 Qualifying

Class will run IFMAR Qualifying, there will be 4 qualifiers and 1 Main.

11.6.0 Vintage Tras-Am car:

Will follow USVTA rules with the exception of the 17.5 brushless motor.

11.6.1 Qualifying

Class will be a group start, all cars on same race clock

12.0.1 Control Tires:

Tires are to be distributed by the Florida State Series on the day of the schedule race. Limit to two (2) sets of tires per class. If you have a failure of 1 tire, you may exchange it for 1 new tires. No cutting, sectioning or trimming of any kind is allowed. No swapping of tires one racer to another. No swapping of tires if running another class,exsample 17.5 set of tires to 10.5 sets of tires. State Series will determine cost of the control tires. The Jaco Blue’s is the tire of choice for 2009 season. All race tires will be tag and inspected by tech director.

12.0.2 Class Participation:

A driver may enter any class at any time. **Drivers can run more than one (1) touring class, Sportsman 17.5, Master 13.5, Expert 10.5, Open modified and 12 scales. FSEARA highly discourages modified/national caliber drivers from running sportsman classes. Driver winning Sportsman17.5 touring champion class can’t run this class the following year. Must move up to expert 10.5 class.

12.0.1 State Series Points:

State Series points in each class will be totaled separately. There is no method for transferring points between classes. The State Director reserves the right to “Bump” up a competitor if he or she feels the competitor is not running in the proper class.

14.0.0 Track Specifications:

Driver stands, a minimum of two (2) feet of width for each driver is to be on the driver’s stand. The minimum height is 18”. There will be a railing on the front of the driver’s stand approximately 32” to 42” in height.

14.0.6 Track Width:

Track width will be a minimum of ten (10) feet outdoors and eight (8) feet indoors, as per ROAR rules and as is permitted.

14.0.1 Transmitter Impound:

Host club shall provide an area for transmitter impound if possible. All transmitters must have the owners name clearly displayed on the front and/or top.

14.0.2 Car Impound Area:

A post race impound area must be supplied so that drivers do not return to their pits before they marshal. The driver of the last race who will be turn marshalling must use this. The car impound area can be as simple as the tables for the tech inspectors.

14.0.3 Work Area:

A work area is to be provided by the host club for radio checks. It should be controlled by the transmitter impound area. The intent of this area is to keep transmitters and frequency pins from getting into the pit areas.

14.0.4 Frequency Pins:

The frequency pin board is to be under control of the transmitter impound area. Pins (and transmitters) are allowed only to be in use at the work area or on the drivers’ stand. All drivers are required to furnish a clip with their own name clearly printed on it. When using a clip form the frequency boar the driver is required to replace said clip with the clip bearing the drivers name. Failure to follow frequency clip protocol can result in a penalty of 1 lap deducted from the racers best qualifying run.

Display of Frequency: The frequency clip must be visible while you have it. Your transmitter antenna base is a good place to display it. Using the proper frequency clip assures that you are the only person operating on that frequency. Additionally, all radios come with frequency flags – using it will further minimize the chances that someone will turn on their radio while you are in control of the frequency pin.

Radio Channel Conflicts: When more than 1 driver is using the same frequency, each driver may have the radio channel for 10-minute intervals, or 1 battery pack run, and then it must be turned over to the next person on your channel.

If there is a frequency conflict after the mains are set up, the lower qualified racer will have to change frequency.

15.0.0 Turn Marshalling:

Every driver is required to turn marshal immediately following the conclusion of his/her race. The driver will go to position on the track that corresponds to their car number. A substitute marshal may be used; however, they must be a ROAR member. Turn marshals shall stay alert and watch their designated area.

15.1.0 Turn Marshal Positions:

The turn marshal positions shall be numbered 0-9. Drivers will marshal the position corresponding to the number of his or her racecar so that non-marshalling drivers can easily be identified and penalized.

15.1.0 PENALTIES:

Failure to turn marshal in a qualifier shall result in a one (1)-lap penalty from the total laps in her or her best qualifier. Failure to turn marshal in a main shall result in a one (1)-lap penalty from the main.

15.2.0 Duties:

Each turn marshal will pick up a car at the end of his or her assigned turn marshal duty. The turn marshal is responsible for switching the car off and returning the car to the post race tech area.

15.3.0 Liability:

Turn marshals and the host club are not responsible for damage to cars. It is understood that accidents may happen.

15.4.0 Protests:

A scoring protest must be logged as soon as possible with your class director after the days qualifying rounds. The race director and class director will determine if the protest is to be upheld.

If there is a question of any racers motor being legal, (too fast) the person questioning that racer will front $50.00 to the Race Director for the buyback of that motor. Upon initiation of the buyback, the Race Director will choose the appropriate person to tear down and inspect the motor. If the motor is found to be legal, the owner of the motor will get the $50.00 from the Race Director and the motor in question. If the motor is found to be illegal, the person initiating the buyback will get their money back, and the person using the illegal motor will be disciplined from board of directors at FSEARA, The discipline may include lifetime ban form FSEARA events. Occasionally we will tech all motors and batteries and lipo in the Novice and/or Sportsman classes for legality. FSEARA reserves the right to inspect any individual racer’s equipment without another racer’s question. Only drivers in each specific class can question another racer’s motor or batteries and Lipo.

Penalties:

Unsportsmanlike driving

Intentional car bumping (hammering)

Jump starting or non-motionless car

Short cutting

Driving against traffic

Applying the throttle while car is being marshaled

Servicing a vehicle during a stop & go

Causing an accident while exiting pit lane

15.5.0 Lap Counting:

Lap counting shall be done by an automated lap counting system provided by the state series or host track if a malfunction on state series computer

15.5.1 Manual Counting:

If a transponder or personal transponder is in the car but does not count or stops counting, the computer operator will try to count laps as accurately as possible. If the transponder fails or falls out or is knocked out of the car after the race starts, no further laps will be scored.

15.6.0 Race Starts:

Three (3) minute rule, a maximum of three minutes between races should be maintained. This can be done either by tape or an announcer. A one (1) minute grace period will be given to any racer whose car is not working at the start line. Only one (1) grace period per heat or main will be allowed.

15.6.1 Qualifiers:

Classes will run IFMAR Qualifying, there will be 4 qualifiers and 1 Main.

15.6.2 Mains:

In the main, call cars will be gridded on a staggered basis in the order the drivers qualified. In the event of a no-show, all cars will move up filling in the empty spot.

16.0.0 Technical Inspection:

The tech inspector shall conduct a legitimate technical inspection after all qualifiers and mains. Any entry can be inspected for compliance with ROAR and State series rules.

16.0.1 Minimum Inspection:

The minimum inspection shall include checks for weight (51 oz), car width, ROAR legal batteries and legal motors. Any car failing to pass technical inspection shall be disqualified from that particular heat or main.

16.0.2 Tech Sheet:

The tech inspector shall enter the appropriate information on the tech sheet. Tech sheets shall be provided by the State. All tech sheets are the property of the State and will be given to the State director at the end of the event.

16.0.3 Applicable ROAR Rules:

ROAR rules are to be followed at all State races unless there is a State rule exception.

16.0.4 Motors: All classes will use only ROAR approved motors unless otherwise noted in class specification.

16.0x. Batteries: All classes will use only ROAR approved batteries unless otherwise noted in class specification.

16.0.6 Cancellation and Other Procedures to Contend with

Rain: A race may be cancelled due to weather at the discretion of the race director and the State director. The race will be considered final if one (1) complete round of qualifying is completed. The results are to be determined by qualifying position after the last complete qualifier.

16.0.7 Lightning

Under no circumstances will races be run while lightning is in the area.

16.0.8 Re-Application of Sugar Water

After the rain stops and the track dries, it will be at the discretion of the race director whether the track will be retreated with sugar water. Practice is not required after each sugar water application.

16.0.9 Rain Procedures for Saturday:

A1) if official practice has not started by 11:00am, practice for Saturday will be cancelled;

A2) if qualifiers have not started by 3:00pm, qualifiers for Saturday will be cancelled. All heats in a particular class must be completed for that classes round to count the next classes heats may be started at that point on Sunday morning.

A3) Racers who desire to stay, hoping to get track time, will cooperate with the host club. The host club is not required to maintain the track or apply sugar water on Saturday once Saturday qualifiers have been cancelled.

Rain procedures for Sunday:

B1) if official practice did not occur on Saturday, it will not be made up on Sunday.

B2) Qualifiers not run on Saturday will not be made upon Sunday.

B3) ALL qualifiers scheduled for Sunday will be run before resetting the board for the mains.

B4) if qualifiers or mains have not started by 3:00pm, all racing for Sunday will be cancelled at the discretion of the State director and the race director.

Rescheduling:

C1) In the event all racing for the entire weekend is cancelled, the State director and the host club shall decide upon the reschedule date jointly.

17.0.0 State Equipment:

The State will supply the following equipment:

1. Scales

2. Race numbers

3. Right height tool and wing tool

4. STATE SERIES COMPUTER

18.0.0 Newsletter:

Funding for the newsletter comes from State operating funds. Newsletter will contain the State series points, results from the last race, balance sheet approximately every third (3rd) race. Publish dates for the newsletter will be monthly and distributed at the State Races. Also funding for internet excess card would be FSEARA responsibility of the series.

Any confrontation that results in physical contact may be enforced with expulsion from current race meeting and no refund of race entry fee. All racing privileges at any FSEARA event may also be forfeited. Fighting will not be tolerated for any reason

Vehicle Specifications

All vehicle specifications are as per R.O.A.R. current rules. FSEARA reserves the right to make exceptions to these rules, and any rules that PBRCRC incorporates, that may or may not contradict or appear to contradict R.O.A.R rules.
